GS1 prefix code rules: what the different leading digits mean

The prefix code identifies the source of allocation of the number range, not the place of origin. Get this wrong, and communication across the cross-border supply chain goes off track from the very start.

Executive summary:This article explains the role and allocation logic of GS1 prefix codes, the correspondence between common number ranges and member organizations, and three high-frequency misconceptions: a prefix code is not the place of origin, the prefix code length is not fixed, and prefix codes cannot be made up on your own.
01

The prefix code identifies "who issued the number"

GS1 divides number range resources among member organizations, and each member organization receives a number of prefixes. When the code segment a company obtains from a member organization starts with a certain prefix, it means that this number segment originates from that member organization. It is amarker of the allocation source, and itself carries no product information.

02

Comparison of common number ranges

The number ranges allocated by the Chinese mainland member organization are concentrated in 690–699; Hong Kong, China is 489; Japan is 45, 49; Germany is 400–440; the United States and Canada are 000–139 (corresponding to the UPC system); the United Kingdom is 50; France is 300–379; Taiwan, China is 471. These number ranges are publicly verifiable allocation scopes, but note: they indicate the ownership of the number range, not the place of production or the place of brand ownership of the product.

03

Three high-frequency misconceptions

Misconception 1: The prefix code is the place of origin.No. The prefix code identifies the allocation source. Goods produced in Vietnam can use a European number range, and this is entirely legal. Customs and platforms will not determine the place of origin based solely on the prefix code.

Misconception 2: The prefix code is always 3 digits.No. The prefix length varies by member organization; some are 2 digits (such as 45 for Japan), and some are 3 digits. The total length of the number range is fixed, but the split point between the prefix and the company identification code is decided by the member organization.

Misconception 3: You can choose your own prefix.No. The prefix is allocated by the member organization. A number made up on your own may conflict with others, and platform review will also reject it because ownership cannot be verified.

04

Practical recommendations

Choose the number range according to your main sales market, not according to the place of production or place of registration. Whichever market you want to sell in and whichever channel you want to list on, handle it according to the mainstream number range of that market; for cross-border channels, simply fill in the GTIN field according to the platform rules. At the same time, keep the member organization's membership credentials and code segment proof for ownership verification during platform review.

Key points at a glance

Key conclusions that can be excerpted directly.

Point 01

The prefix code identifies the allocation source

Does not identify the place of origin, does not identify the brand, and does not carry product information.

Point 02

Variable length

Some are 2 digits, some are 3 digits; the split position is determined by the member organization.

Point 03

Cannot be fabricated on your own

Fabricated numbers will conflict, and the platform review cannot verify ownership.

Key Point 04

Choose the number segment based on the sales market

Not based on the place of production or place of registration.

Note: The prefix code identifies the source of the number range allocation, not the place of production or brand ownership. The specific available sub-ranges within a number range are subject to the current announcement of the corresponding member organization (e.g., within 690–699 for mainland China, currently enabled sub-ranges are implemented according to announcements from GS1 China). Terminology explanation

The proper nouns involved in this article.

prefix code

The leading digits in a GS1 number range that identify the allocation source.

GS1 Company Prefix

The code segment allocated by a member organization to an enterprise, within which the enterprise assigns item reference numbers.

Product item code

The number segment assigned by the enterprise to each SKU within its own code segment.

Related Q&A

Are products starting with 690 necessarily produced in mainland China?+
No. The prefix only indicates that the number segment comes from a member organization in mainland China; it has nothing to do with where the product is manufactured. A brand can absolutely manufacture overseas and still use a mainland China number segment.
What is the barcode prefix for Taiwan, China?+
The GS1 prefix for the Taiwan region of China is 471. This site does not set up a separate business page for Taiwan, China; the relevant information is presented on this page and on the global barcode channel page.
Can I use another country's number segment?+
Yes, as long as that number segment was properly obtained through the corresponding member organization. However, note that category rules on some platforms may have requirements regarding the source of the code, so the platform's current documentation shall prevail.
Do I have to go through an agent for this?+
It is not mandatory. You can apply directly to the corresponding member organization; the value of an agent lies in selecting the number range, arranging the numbers, checking materials, and managing the continuity of subsequent changes and renewals. Whether to entrust this depends on your time cost.
Can the numbers in the content be used directly?+
The barcodes appearing in the text are all demonstration numbers generated according to GS1 rules. The structure is valid, but they do not belong to any company. Do not use them directly for real products; official codes must be arranged by yourself according to the code segment obtained through registration.
How long until I get a result?+
Acceptance periods vary among member organizations. This site does not provide unconfirmed commitments regarding the number of days. After you submit your request, a coding consultant will update the milestones according to the current acceptance progress.
