What is GS1? What does it do?

GS1 does not sell barcodes, nor does it make barcode scanners. Its role is to develop and maintain a globally agreed set of coding and identification rules so that systems in different countries and different enterprises can understand each other's data.

Executive summary:This article explains GS1's organizational nature, the core standards family it develops (GTIN / GLN / SSCC / AI application identifiers), the relationship between member organizations and enterprises, and the easily misunderstood aspects of the "GS1 prefix."
01

Its core asset is "consensus"

The barcode itself is a very simple technology; what is difficult is global consensus: a factory in China, a logistics provider in Germany, and a retail system in the United States must be able to understand the same number. GS1's value lies in maintaining this consensus—a unified coding structure, unified symbol specifications, and a unified check algorithm, so that when any party's system reads the number, it can determine its meaning.

02

What core standards does it develop?

The four categories with the greatest impact on daily business are:GTIN(product item coding, in 8/12/13/14 digits),GLN(Global Location Number, identifies legal entities and locations),SSCC(Serial Shipping Container Code, identifies logistics units),AI Application Identifier(a two-digit identifier that carries additional information such as batch, expiry date, and serial number in GS1-128 or DataMatrix). Together, these four categories form the traceability backbone from production to sale.

03

What is the relationship between member organizations and enterprises?

GS1 has member organizations in economies around the world (in mainland China, it is the China Article Numbering Center; in Hong Kong, China, it is the Hong Kong Article Numbering Association). Member organizations are responsible for allocating company prefixes to enterprises, maintaining the local membership system, and providing technical support. What enterprises receive is not "a barcode image," but a segment of number resources they can arrange themselves—this is where many people misunderstand.

04

What exactly does the prefix code identify?

The prefix code identifies the source of allocation of the number segment, that is, "which member organization issued this number,"notthe place of production, nornotthe country of origin. A brand producing in Vietnam, registering a trademark in Hong Kong, China, and using a North American number segment is an entirely possible combination. Treating the prefix code as evidence of origin is a common misconception in cross-border compliance.

Key points at a glance

Key conclusions that can be excerpted directly.

Point 01

GS1 manages rules, not transactions

It maintains standards, and codes are allocated to enterprises by each member organization.

Point 02

The standards family has only four main categories

GTIN, GLN, SSCC, AI Application Identifier.

Point 03

What enterprises receive is number segment resources

Not a fixed image, but the ability to arrange SKUs themselves within the code segment.

Key Point 04

The prefix code is not equal to the place of origin

It identifies the source of allocation and has nothing to do with where production takes place.

Terminology explanation

The proper nouns involved in this article.

GS1

An international non-profit organization that manages global product codes and data standards.

Member organization

GS1's local organizations in various economies, responsible for number range allocation and member services.

Application Identifier (AI)

A two-digit code in GS1 standards used to indicate the meaning of subsequent data, such as (01) identifying GTIN.

Traceability chain

A layered identification system from raw materials, production, logistics to sales, realized through the coordination of multiple types of codes.

Related Q&A

Is GS1 a government agency?+
No. GS1 is an international non-profit organization, and its member organizations are mostly non-profit institutions or industry associations. The specific management of product barcodes has its own regulations or management frameworks in different economies.
Do you have to go through GS1 to get a barcode?+
Legitimate product barcode number ranges are allocated by member organizations of the GS1 system. Channels on the market claiming they can "bypass GS1 to issue barcodes" require extra caution, because unclear number ownership can lead to problems with platform review and subsequent business operations.
Are GS1 prefix codes 690 to 699 all China's?+
690–699 fall within the number range allocated to the mainland China member organization. Note that this only indicates the source of the number range, and does not mean the product is produced in mainland China.
Do I have to go through an agent for this?+
It is not mandatory. You can apply directly to the corresponding member organization; the value of an agent lies in selecting the number range, arranging the numbers, checking materials, and managing the continuity of subsequent changes and renewals. Whether to entrust this depends on your time cost.
Can the numbers in the content be used directly?+
The barcodes appearing in the text are all demonstration numbers generated according to GS1 rules. The structure is valid, but they do not belong to any company. Do not use them directly for real products; official codes must be arranged by yourself according to the code segment obtained through registration.
How long until I get a result?+
Acceptance periods vary among member organizations. This site does not provide unconfirmed commitments regarding the number of days. After you submit your request, a coding consultant will update the milestones according to the current acceptance progress.
